Is the TZ variable set system-wide?

The SHOWCLKS command indicates it is properly set for the user
executing the command.

However, it needs to be set system-wide (presumably with a system
logon udc either directly via udc or indirectly via command file) for
ALL users to be appropriately affected by it.

I had earlier stated:

You should be able to test this by first running the program without,
then with the TZ variable set.

This should read:

You can test this by running the program after first setting the TZ
variable appropriately, then running again after setting TZ to " ".
