First off, SITE commands are specific to the client and/or server and there
is no "real" definition of the parameters.  It is widely used for platform
specific features of clients or servers.  Most clients, after establishing
a connection, issue a SYST command to determine the server system type.
 
If you ftp from a 3000 to a 3000, the client on one end figures out that the
server is MPE/iX from the SYST response and issues a SITE MPE/iX command to
tell the server that the client is also MPE/iX.  They can they negotiate
transparent file transfers that retain all of the MPE file attributes.  The
file attributes and such are sent via the SITE BUILDPARMS and, if necessary,
SITE USER_LABELS commands to allow the other end to build the file properly
when received.
