I guess I am not completely understanding the question or the
reasoning behind it. Why not just overlap the DS and CS queue
priorities and let normal scheduling handle it? The job can continue
to run in DS queue and should probably get CS priority if there are no
other CS (session?) processes competing for it. At 8am when users get
online, the higher priority sessions should get the best priority.
