A strong work ethic and a desire for advancement, coupled with the need
for formal qualifications and a possibly disadvantaged social position,
make these groups particularly open to this sort of approach.

When done on a genuine basis (e.g. HP India), the synergy is immense;
hard-working, knowledgeable, literate, English-speaking people halfway
round the globe will solve your problems literally overnight, at rates
which look equally attractive to all parties (higher than they might get
elsewhere in India, much lower than it would cost in the USA).

I am a member of IMIS, the professional UK IT Manager's society, whose
practical and down-to-earth examinations have been a bellwether for
formal qualifications for entering IT on the Pacific Rim. (though I
imagine that M$ and Novell, etc., certifications will now make inroads).


However, when the sort of trawling we have seen here is done on a
cynical and exploitative basis, holding out the promises of jobs to come
on the basis of 'qualifications' which are quite worthless, it sucks.
