If you have MPEX, you can also set up command that are "ALLOWED" each time
the user logs on.

I believe that the allow command for startspool would
only affect the user sessions logged on and they would
lose the ability when they log off. To give them the
ability to use the startspool command when they logon
you would need to use a global allow giving the
capability to all your users.
