Wayne, you got that right!  I once worked in a group of consultants
installing new hardware and software.  We were funded out of the capital
improvements budget.  However, the existing staff was maintaining the old,
soon-to-be-replaced system, and were funded out of the expense budget.
Things quickly got uneasy when management decided to trim costs by
eliminating expenses, which resulted in some of the existing staff being
terminated whilst we consultants were working along our (not-so-) merry way.
