John, that second tape you mention is commonly called the CSLT (Custom SLT)
made with SYSGEN.

We're talking about 2 different SLT tapes here. You're referring to the
original SLT for a bare bones system. I'm referring to the SLT tape you
should make after you've built the system...that's the most important one
for recovery purposes, and it does not come from HP...you have to cut it
and recut it whenever you change your config.
