: Note how only 2% of LDev 1 is being used for Transient (Virtual Memory).

I've been bitten by this problem also.  The Volutil CONTIGVOL command
can be used carefully to balence the permanent disc usage (use the time
limiting option) or third party disc management tools.
 
But your limits of 75% for perm and trans are part of your problem.  I
use 100% for trans on all MPE...Set discs.  Also, for the larger discs
more than 75% perm can be used.  I think 90% is available on your ledv 1.
Generally, I configure my Ldev 1 Perm at 2 to 3 % less than the max allowed
so that If I get in total disc space trouble I can quickly make that
"spare space" available via VOLutil.
 
Also, check for disc fragmentation with Discfree a.  That can explain
partly why transient goes to a disc other than Ldev 1 sometimes.
