Thank you all for all your help and suggestions! It turned out not to
be related to our HP3000 as initially thought but a corrupted file which
we call a config download, which had gotten currupted. Our IT manager
was grasping at straws until he was able to contact the people directly
affected.

I know that if you do an "OPENQ @" that will 'globally' enable the open
spooling queues.
Perhaps he is thinking of the exact opposite? "SHUTQ @" ?
