Thanks for all the off line help from various people.  I finally got to the
bottom of it when Tracy Johson suggested checking the gateway settings, that
reminded me that the DNS servers had been changed a few months ago - about
the same time I had these problems.

I didn't think that would cause a crash or even if it was required for
connecting to the machine but did it anyway as Tracy said network problems
had been known to crash MPE machines before.

I edited RESLVCNF.NET.SYS and corrected the DNS server.  That stopped it
crashing.

Then I did the LIMIT command so I could telnet in - all is well.
