Welcome Message for FTP Users?

I am running HP 937RX MPE 5.0.  I use the HP3000 Welcome Message facility to
keep users informed.  How can I easily get the same Welcome Message
displayed
when my FTP users logon to send/receive files?
 
I am also interested in knowing what will happen to my TELNET card in MPE
5.5.  Do I throw it away and go back to host based DTC configurations?
