I can also verify that this works.  I have successfully telnetted to our 948
in Sacramento from 700/92 terminals on the Chico State campus (connected via
Cisco terminal servers to 9000s), and was able to run VPLUS over this link.
 
NOTE that you need to set 'download' or 'transparent' mode on Cisco TS's so
that they don't eat the special characters employed by VPLUS.
