It's likely a DNS issue.  Either connect by IP number, or have a local
hosts file (probably not possible with a proxy), or some other
workaround to get name-to-address conversion.  If your win95 PC has the
reflection stack, set the DNS resolution order to hosts, then DNS; and
in the HP3000 part set "hosts, then DNS" and omit probe altogether.
With WRQ/TCP in default mode, you're likely timing out on probe, which
causes the delay.

(It could be proxy as well... but don't have enough details)
