Maybe because of the apparent increased usage of 'touch', HP will, finally,
fix a problem that exists with the utility.  It seems that 'touch', or
whichever library it calls, uses the current setting of the 'TZ' variable
it applying the indicated time stamp.  The problem occurs when the
specified date stamp falls within a period where the 'TZ' variable would
have a different setting than the current.  For example if today 10/16/2001
one would try to set the date stamps for a file to '200011302330' it would
end up with the following (Our 'TZ' variable is 'PST8PDT'):
....
     CREATED : TUE, OCT 16, 2001, 10:44 AM
     MODIFIED: FRI, DEC  1, 2000, 12:30 AM
     ACCESSED: FRI, DEC  1, 2000, 12:30 AM
....
