Consider to whom A.S. was speaking, the circumstances under which he
was speaking, and what he may have thought warranted under the
situation.

Well, his opinion did not change when he wrote the book in later years.
I se no reason for him to distort the truth.  In any case the allied bombing
campaign did draw resources away from the Eastern Front.  He said the
artillery and manpower were a significant drain on the ability to wage war.
