This is fixed by patch MPELXP3, version A for MPE/iX 6.5 and version B for MPE/iX 7.0.
It's fixed in MPE/iX 7.5 so no patch for that version. Both patches are general released.

The patch documentation states:

"Buldacct can fail when there are HFS directories which themselves
contain a large number (> 1020) of directories.  Typically this is
seen on high-end systems with large configurations where the online
diagnostics have created a large number of directories.  For example:

:BULDACCT '%ROOT'
BUILD ACCOUNT PROGRAM FOR DIRECTORY MIGRATION. Version A.50.25
*** HIERARCHICAL DIRECTORIES WILL be processed. ***
*** ROOT HIERARCHICAL DIRECTORIES WILL be processed. ***

This patch changes the version of BULDACCT to A.50.26"
