NSCONTROL has a parameter which controls the maximum number of each
server.  The default max for VTSERVER appears to be 300 on MPE/iX 5.5.
Perhaps the command files (or job, or whatever) that you use to do the
NSCONTROL START has a ";SERVER=VTSERVER,something,32" in it?

Or, more likely, someone else will soon post the correct answer!
