'touch' doesn't just build a file. One of its primary purposes is to
update the modification date. If the file doesn't exist, one of the
side effects is to create the file. This allows you to artificially
create a dependency requirement (say, using 'make' to compile a system;
if the source file has a modificatin date newer than that of the object
file, 'make' knows to re-compile).
