The user limit is set in firmware, however the MPE/iX License for the user
limit is by the system serial number.  Changing the processor card would
have changed the physical user limit but the MPE/iX license for that serial
number would be for the old user limit.  As you can no longer purchase a
user license upgrade for the 9x7 system the only supported option is to
replace the system with a different system with the desired user limit.
However, when you change systems (or the CPU board) the HPSUSAN also changes
which probably means new validation codes or possible software upgrades.
