Any reasoning, sentient being would want to control access to
and the use of  water.  Next to free Oxygen it is probably the
most corrosive substance in the universe.  You can't have just
anybody handing such destructive stuff.  Think of the problems
that  could arise if someone got a hold of a large supply of
both.  Why virtually every base metal object in the universe
would be at risk.  The magnitude of the problem beggars
description.

Imagine large gouges cut through the very surface of the planet.
Entire mountain ranges ground down to dust.  Manufactured
goods of all kinds being destroyed.  Entire structures of iron
and steel being rendered unsafe.  Consider the cost of coating
and protecting all ferrous articles and many non ferrous ones as
well.

This could destroy civilization as we know it.  the economic
costs would be enormous.

First we have to get all water sources registered and then we'll
ban the possession of water.  Next we'll have to outlaw Hydrogen
and Oxygen.  It's for our own good.

We need an organized approach to this.  Something like:

"Sentients Against Hydrolysis (SAH)".

Our motto could be:

"Because even a single drop of Hydrogen Dioxide is a drop too
much"

Once we get this problem licked then we can go after that other
really nasty element, Carbon.  Of course, without Oxygen, Carbon
isn't much of a problem.  Hmmmm.
