A member of the SPAM-L mailing list (a list for postmasters/spammer hunters)
set up a dummy account (which was never used or advertised anywhere else)
and entered it's address in IEMMC's opt-out list.

You guessed it. He got spam at that address. The only means by which that
address could have been obtained was from their refuse file.

I'd avoid it. Filter what you can and hope that legislators finally get a
clue and do something about it.

Hmmm, I wonder if Eugene has considered handling a class-action suit against
some of the spammers out there for theft of services and resources? A lawyer
that knew what he/she was doing could probably put a major dent in spamming
worldwide with a couple sample suits. :-)
