Transferring a WRQ-Labelled file and DECODING it are two different things.

A WRQ labelled file is simply the contents of the file, prepended with a
special code (in the data) identifying it as WRQ labelled, and followed by a
string of MPE file descriptors (filecode, recsize, etc). 

If you have a WRQ labelled file, you can transfer it like any other file. 

Once you need to restore the MPE file from that data stream though, you'll
need to either use Reflection to upload it, or pick up a utility that knows
how to parse it. I know we had a freebie on www.3k.com some time ago that
did that (out there in the freeware software area), as our NetMail/3000
product uses the WRQ labelled format to encode MPE files for emailing. I
even wrote the RFC many years ago that defined the WRQ format (and one for
the MS92 SAVE format) to the standards folks.

It's been too long for the ol' memory to recall all the specifics now, but I
suspect what you're looking to do is "doable" (and not even all that hard).
