This is why this country was originally set up by the founders to distribute
political power down to the local and state level.  People are corruptable,
particularly politicians.  it is practically impossible for the voters to personally
know the candidates running for office, so as to properly judge their character
and competance.  It is possible, but not certian, for voters to know a
candidate running for Mayor or Police Cheif, but in that case it is possible 
to leave the locality where the situation is intolerable for individuals.  This 
is why the Libertarians are right when they say economic rights are just as
important as civil rights.  That is, lower taxes create opportunities in the
private sector, and make it easier to find work elsewhere.
