More info on this is in a PCWeek article at
<http://www.pcweek.com/news/0916/16epanix.html>. In part, it reads

Code is now available on the Internet to conduct such an attack. The
underground hacker publications Phrack and 2600, for example, have
published detailed descriptions of the problem and code that can be
used by anyone with root access on a Unix system.

Internet Security Systems Inc. (ISS), of Atlanta, is testing a version
of its RealSecure product that attempts to combat a SYN flood (and
   other forms of attack).
