We had trouble seeing our 3000 over our WAN, because the 3000's LAN was in a
different NT domain. We had to add the following remote announce and wins
server entries to see our 3000s. Before that, the only way we could see the
3000s was by IP address, such as \\172.17.124.134, which would then make
them browseable. So try browsing by IP address (or use Find Computer in
Explorer, and search on the IP), and if that does work, then this is
probably your problem.
# GStigers 981230 added make this instance visible to CGI's WINS server
  remote announce = 172.17.132.63
# GStigers 990426 added to use WINS for name resolution
  wins server = 172.17.132.63
