According to man telnetd on HPUX 11i, there is no way to have it log to syslog.

Logons and logoffs are recorded in the wtmp/btmp(4) files.  The last/lastb(1)
commands can display this information.

AFAIK the closest thing to telnet syslog logging you're going to get on HPUX
will be to have inetd log connections to the telnet port, but that won't track
userids or logoff times.

Or perhaps there are some logging options in pam, but so far I've never had the
opportunity to delve into pam.
