Hi John,
One cheap way to get all that is with Microsoft Project
for windows. Set each programmer up as a resource. Put
Project on a server and have the programmers update their
time. You can print reports charts , etc to dazzel the
bean counters.
Project does have a somewhat sharp learning curve though.
