Replace the memory in slot 3a and try rebooting?
Or pull two of the end and put one in 3a. Memory should be added in pairs and in order.

Last evening we had a prolonged power outage which exhausted our UPS.
Upon restoration of power the HP3000 restarted and, according to the
console display, completed a warm restart without incident. However,
at some point thereafter the system halted with the following display:
