Good point!
 
Could still be done without a "real" permanent (disk-resident) data
structure, via something like a "spool" file that contains the
job queue definitions, which is rebuilt/modified when a job queue
definition changes/is added/is deleted ... the file would normally
be blown away at bootup, unless a START RECOVERY is done.
 
OTOH, maybe we should just have a perm data structure, complete with
maint. tools?
