     MPE/iX 5.5 adds Telnet/iX Server, which does not use a TAC, and adds
     much new DTS TIO functionality, but does not, as far as I can see,
     allow you to configure a TAC using host-based DTC management.

     If you have a "large" number of telnet users, it should be less impact
     on CPU resources to use a TAC for incoming telnet instead of Telnet/iX
     Server.
