If you get connection refused, something is not listening on that port,
period, end of story.  I do not have the setup to test this but I'm thinking
you may want to check that the port is opened and waiting for connection.
There is a command to check the status of the ports and I am having a very
senior moment (ok, hour).  Something like NETSTAT or some utility in
NET.SYS.

Is there also a way to configure the port for the ODBC connection server?

does sql base need to be fully qualified in the odbc definition?

I think the "listener" job for ODBC is ODBCJOB.ODBCSE.SYS.
STRTMON.JDBC.SYS is for JDBC.
