I don't know what other states do, but Texas requires proof of your Social
Security number such as the card issued by the SSA, documents from your
employer such as a pay stub or report or a copy of your tax return. This of
course is under the theory that a person won't have a valid SSN card from the
SSA or that the employer has done their work before issuing pay stubs with
SSN's or that a person won't file a tax return if here in the U.S. illegally.
Sounds like a birth certificate or U.S. passport should be required instead,
since you can't get the passport without sending in a certified copy of your
birth certificate to the passport agency.
