1) file an SR:
      :debug
      = errmsg (-#10, #163)

   fails to get the message text, because it isn't in the
   system catalog.  (Every error should be in the catalog!)

2) -10/163 is from Volume Management, and appears to be
   something like "volume in set already"

Reboot

If it doesn't come up correctly, re-try the NEWVOL command.
If that doesn't work, call the Response Center.

AFAIK, you did things correctly.
