Hi Jim :)
    I got asked that one on a Promotion Board some years ago as a follow up
to the question: "Where are the locations at which the US Flag is always
flown?"

   The flags were built to be displayed in a vacuum... ie there was wire or
metal put into the flag to hold them out as if being blown by the wind so as
to stay in accord with the tradition that the flag will always be held
"aloft and free"... at least that is what I was told :)
