As I understand it, it's the people/operators who are overloaded, not the
actual hardware systems.

        We also see horror stories about overloaded 911 systems on the
        news once in a while.

        I wonder what percentage of 'reported' horror stories are on
        HPe3000 systems and what percentage are on the other 10%?
