I think we have solved our firewall problem.
We had exchanged a software firewall for a hardware firewall. We were doing sensing for 100m or 10m and auto sensing the duplexing. We hard coded the 10m(meg) and the duplexing and this seem to substantially improve packet movement speed. This change was not to the HP3000 but on the firewall.
This improved the speed of the HP3000 out to FTP sites and ODBC connections. Other FTP and Internet problems terminated.
It was the HP response center that gave us the idea. They suggested it on the HP3000.

Make sure you have all up to date network patches. I use patchman and Patchix.
Oh and make sure you have the latest version of Patchix for your OS, you can get it from Jazz.

Your firewall is performing too much processing on ftp packets, slowing down
the overall process?
More info on list, such as the make, model and version of the firewall,
might help. Is it only ftp? What about other forms of file transfer, such as
scp or web downloads? Both inbound and out? From all points on your network?
Slow compared to what? What is was, or what you get versus internal ftp?
