This capability, at the intrinsic level, is available via OS AIFS (see
CSL contrib LISTACC for an example).  Those who need immediate programatic
access can have it for some seed money.
 
I'll echo Tom's sentiment.  CI level access serves the entire user base.
An intrinsic serves only those with time and compilers.
