MPE (the operating system on an HP 3000) provides very little of what
you're looking for: There is no minimum password length. In fact, passwords
are not required by the OS at all. There are no default parameters, and
passwords don't expire. However, there are several third-party security
packages in wide use in the HP 3000 community, all of which provide the
functionality you're seeking. The most common one is probably Security/3000
from VESoft.

In any case, you will need to confer with the people who normally manage
the HP 3000 you're auditing to find out which package, if any, they're
using. Once you know that your questions will be answerable.
