It's not a frequent occurrence and it's not always this printer (HP4200)

NPCONFIG:
703  (network_address = 999.999.999.999 # PLYSHP01 HP4200n
      jam_recovery = FALSE
      banner_header = FALSE
      banner_trailer = FALSE
      snmp_timeout = FALSE
      snmp_enabled = FALSE
    PJL_SUPPORTED=TRUE)

SYSGEN/LDEV:
     io> ldev 703
 LDEV:   703  DEVNAME:                    OUTDEV:        0   MODE:  OS
   ID: HPTCPJD                            RSIZE:        66   DEVTYPE: PP

 PATH: NONE                               MPETYPE:      32   MPESUBTYPE: 0

CLASS: PLYSHP01

It is probably a hung spooler process, and a re-boot is probably your
only choice. You need to findout why the spooler process is getting in
this state, not how to get it out of this state.

You should post your system config entry for ldev 703, and the NPCONFIG
or NMMGR/DTC config info related to LDEV 703 also.
Include the brand/model of the printer on LDEV 703.

Someone on this list should have an answer with all the above info.
