Shortcuts / Links have a Start in: field under the Target: field. That
appears to be what controls where scripts and settings are opened from,
unless overridden with a file spec on the command line. If this is
empty, then it defaults to where the link or the program is, which is
presumably your desktop. Open properties for this link, and enter
C:\Program Files\Reflection\User in the Start in: field.
