Well,
I am attempting to get AccuCobol to impliment the random file
access feature of ACTUAL KEY, only on HP3000.
The question arrises that when you set your KEY to a record number
greater than EOF by more than 1, are the skipped records blank
filled or zero filled.
This really is a file system question, and apparently only HP3000.
Just trying to get better understanding of issues.

This doesn't really answer your question, but for files other than fixed
ASCII files I will either build the file outside the program and set a file
equation, or call file intrinsics inside the program instead of using
standard COBOL I/O.
Is there a reason you can't do these things?
