James,

couple of things. for CMSEGS you will not have to do an UPDATE/INSTALL for 
change. only a system restart with a NORECOVERY. I had this same issue, 
only I set the CMSEGS to 128. Are you sure the current CMSEGS is set to 255 
and not the MAX. Here is what mine looks like
