It could be, although if the application that is being used has an IMAGE
database, it could be that one or more master sets are getting full and
your performance problems may be related to IMAGE's efforts in searching
for open space to add new master entries.  You could easily check this by
looking at the entry count vs. capacity in your master sets.  If they are
 > 80% full, I would suggest expanding their capacity.  This is something
that is fairly quick to look at and change to see if it is a major part of
the problem.

HP's VOLUTIL does have a DEFRAG feature, although not as extensive and
thorough as what is available via 3rd-party tools.
