How do you know it is broken?

When I upgraded my aunt's PC to Win95, her COM1 also appeared to be
broken.  I finally realized that 32-bit apps thought it was broken,
but 16-bit apps were able to use it easily...which showed that the
hardware was just fine.

But, oops, I forget what the solution was (sorry!)
