So why is it that IBM can host developer conferences for both their
proprietary and other's proprietary platforms, but HP can't seem to
attract enough attendees to put on one of their own?

That's IBM's developerWorks Live! vs. HP's Invent 2002 (cancelled, due to
lack of interest).
