Replacing LF with CR+LF

Greetings to the -L,

Environment: e3000-979 running MPE/iX 6.5

I know that I can use the following command to replace CR+LF with LF:

  tr '-d "\012"' < file1 > file2
 
From what I can see the 'tr' command will not let me replace LF with
CR+LF. 

Any recommended methods to do this would be appreciated.
