Did you modify JINETD so it logs with ";PRI=CS" and program is ran with
";PRI=CS" option ?

Yes, to no affect. It turns out HP Support says running INETD.NET.SYS
with the ;info="-l" parameter triggers a bug that makes inetd attempt
reverse dns lookup for each connection request so it can be logged and
at this site they don't use dns at all (Novell network) so the reverse
dns lookups have to time out. Removing the "-l" run parameter solves
the problem. HP says there's a beta patch available, but this is a
production system and we don't want to do a beta patch.
I presume it would still hang on the reverse dns lookups if you added
the "-l" parameter after inetd has started but I've not been able to
test that scenario.
