What that means is that your programs lost some critical capability during
your upgrade process, most likely PH, PM, DS or something similar. It's
nothing wrong with the new version of software. Rather, it is almost
certainly something to do with *how* you did your upgrade.
Whatever capabilities are missing, if you know what they should be, they can
easily be added back in by performing ALTACCT, ALTGROUP-type actions.
