CI and the 'command' intrinsic

I have a compatibility mode program that uses the 'command' intrinsic to
execute the command 'XEQ cmdfile.group.acct'.  Does anyone know whether the
command intrinsic invokes a new instance of the CI or does it 'pass' the
command to the 'parent' CI process?
