This change takes place when you stop and restart that interface:

:netcontrol stop;net=<ni-name>
:netcontrol start;net=<ni-name>

I wish to change the settings on a 100BT card to remove autonegotiation.
Do the settings take effect when I validate the change or when I stop/start
the network?
